Underground bases aren't even really a conspiracy theory - think Cheyenne Mountain, or Pine Gap here in Australia for a couple of prominent & public examples. Governments have been building them for a century at least. All this theory claims is there's more of them than everyone knows, & they're used for more nefarious purposes than people are aware of. No special technology is even required - it's literally just tunnelling equipment needed. While I can't speak to the whole "slave pens" thing, it's still easily one of the more believable topics around.
