Even the most ostensibly degenerate, cutesy cuddly chinese cartoons are rooted in Japanese cultural mores i.e. respect others and act polite, women must act feminine, hierarchy is usually good, trannies are weird, foreigners can be exciting but are usually dangerous etc. Even when they are parodying or deconstructing other anime they all have to be viewed through the normative lens of what Japanese viewers consider to be the default cultural position.
