The decision was not within the control of City or State. WTC was owned by New York and New jersey as a dual public agency but had leased it to a group of private developers lead by Larry Silver stein, it was signed before the attacks happened. The decision on replacing the towers therefore became a private decision. In the end it was a factor of both the immense costs of making the tower bomb and plane crash proof and the insurance payout/market demand that lead to only 1 being built.
