TLDR; was troops (15 of them) of Saudi Arabian Prince Alwaleed that actually did it. The shooting of civilians was a attempted distraction in order to hit a rival Prince.
The fall guy was actually a CIA arms dealer who sold them the weapons and then was shot by the buyers in lue of payment.
Afterwards Trump flew to Saudi Arabia and had words with the king there and Alwaleed and all his men were quickly taken out of the picture.
In order to save diplomatic relations with Saudi Arabia the media narrative of single shooter is maintained otherwise americans would be screaming for all out war with Saudi Arabia if they knew the truth. (because 9/11 was also blamed on Saudi Arabia in part when it was really Israel that did it, but that's another story).
Alwaleed and Trump have never actually gotten along.

Saudi hitjob gone wrong, iirc. Can't tell you who but he was some prince and he was in a casino across from there and extracted by a security team. When the saudi hitmen realized they were about to be fucking done they quickly changed their plan from returning to a gracious plot leader, to playing dumb and being a terrorists attacking the concert going on across the way. I have to assume the prince has since been killed at home and the hitmen as well were not able to keep up the cover story for long. There was recently some kind of successful coup in Saudi Arabia so probably all connected to that.
