Cardassia wasn't dying. They left Bajor because the crazy Bajorans were still suicide bombing them after 60 years, the Federation was pressuring them in other areas, and it wasn't worth staying there anymore.
Then they joined the wrong side in the Dominion War, and got crushed between the Federation and their ally who considered them less than cannon fodder.
But the real reason, of course, is that the writers intended them as thinly-veiled Nazis from the start, so they had to be stubborn and make stupid decisions and it had to lead to failure.

The reason that the Cardassians are facing any scarcity at all is because their primary dedication is to their fascist state. If the Cardassians would have joined the Federation, their scarcity would have been solved within months... furthermore, the Cardassians squandered their resources building uranium prisons and information centers in every town rather than providing for the citizens.
If the Cardassians would have assisted their citizens instead of torturing and subjugating them, their productivity would have increased at least 500%.
