Pretty likely, so long as they actually allow the water to flow into the basin again. The North Aral sea has recovered quite well after the efforts of the Kazakh government to preserve it. If the Uzbekhis got on board with similar programs, it would likely be able to return within a few decades.

This was peak USSR. They decided to divert the rivers that fed Aral sea to irrigate the desert around it. As fucked up as it sounds it was part 1 of the plan. Part 2 was to divert Siberian rivers to feed Aral sea. At Part 2 of the plan the USSR fell apart, and Aral sea and Siberia are different countries now. Imagine unintended consequences of Part 2?

US is a lot like late Soviet Union, though. Aral Sea destruction was the unintended consequences of good intentions, and USSR decided to double down on idiocy. US does it all the time now too. The good thing about SU falling apart is it was independent from the rest of the world, so it didn't have contagion and viable things could recover. US is interconnected to the rest of the world, so contagion will be epic. It's scary how many similarities are there now between the US and SU. Lots of differences too, but sensibilities are very similar now between Americans and Soviets.

You're correct. The Soviet Union used a little bit of the Aral Sea to initiate farming, it's true, but up until the collapse of the Soviet Union, the Aral sea was still there in it's original shape.

After the collapse of the Soviet Union, American businessmen and economic advisors told Uzbekistan to use the entire sea to turn Uzbekistan into a wealthy nation. End result? Uzbekistan still poor and the Aral sea is gone.
