Because Hitler didn’t want to exterminate Jews. He wanted them in labour camps which is what he did with them. Why wouldn’t he shoot them on the spot? Because that’s makes no sense why waste thousands of rounds of ammunition which your combat troops need for the fighting? It’s not easy to transport huge amounts of ammunition especially when you’re on the defensive and your supply lines are being cut as was the case after really 1943

Germany didn't lack the resources to make ammo. Also, you can use pistol ammo to exterminate civilians, no need to use your rifle ammo you need in real combat.

The reason the gas chambers were built is due to human nature. The soldiers were having severe trauma from executing people and it was causing a lot of problems for the reich. The gas chambers were created to limit the number of people carrying out executions.

Execution with bullets was not very feasible. Remember that during wars they urged the population to give up metal objects so that those could be made into bullets etc. to be used in fighting the enemy.

Not all concentration camps were death camps. Either way, the prison camps were not designed for you to be able to survive. Part of the reason the Nazis lost the war was because its actions against the jewish and other minorities actively hindered the war effort.

Post 1943 Germans were short of huge amounts of materials including led to make bullets look up Albert Speer as minister of armaments and war.
