No. Plenty of these businesses were already dying even before this came up. And if they were really just temporarily putting work on hold they would have all furloughed their workers and told them they can come back after the stay at home order is lifted. Most of these ten million are not furloughs. They were laid off, permanently. And meanwhile these unemployed people are trying to work at other jobs already like for Amazon who's actively recruited among the laid off population. So businesses know they aren't guaranteed the same workforce back months later and have already worked on reorging to try to survive with far fewer employees. No employment in these areas means reduced or nonexistent income for these former employees which means reduced or nonexistent revenue for many millions more businesses that used to provide services to these unemployed people as their customers.
It's like the prisoner's dilemma. Everyone involved would be better off by going back to normal and spending money on things they don't need. But each unemployed individual will be better off avoiding spending on things they don't need if everyone else is cutting back and/or out of work too. So the latter is what you get in spite of the former being what everyone would prefer.
