I've lived in Asia (HK, Malaysia, India, Vietnam), Africa (SA, Tanzania, Cote D'Ivoire), Australia (Tasmania, Perth WA), South America (Peru, Chile, Argentina). The most incompetent people I've come across in my life have been white people. They are incompetent because they truly don't have to compete for their position the same way as other minorities have to.
Sure, non-white countries have shit infrastructure, but the pace of life is also slow -and accounts for the lack of infrastructure. All non-white people have been amenable to negotiations and bargaining. White people, in general, act like assholes the first opportunity they get - because they know no one is going to throw them out.
So no. You're wrong. White people are pretty incompetent. You'd know if you've truly had to compete for your job (which I doubt you have).
