For the state to build roads they need to tax the people. Are you saving you're in favor of taxes?
Roads are a bit of a special exception since they do not follows the typical rules of a market where if you don't like someone's product you stop buying it. You're stuck with the same road. And well paved road is a road, what it really depends on is who is maintaining it. I still believe public schools and public fire fighters do not have to be handled by the government at all, and that government licensure and the vast majority of regulations are unnecessary.
The state doesn't necessarily have to build it, they just have to own it. Private companies should be able to build their roads and highways for public use (a public road is very beneficial for business even if you don't own it) but the state should own it because it would be so much more convenient for everyone.
I'm not against taxes but it should be kept to a minimum and be very transparent where the money goes.
