Some ships have not been added to this collage are currently closer to San Diego harbor and can be seen as grey and blue/teal ships. Anyone remotely involved with the navy, shit, if you personally know a sailor, you should know that there is literally no predicting what the fuck a sailor will get up to as soon as he gets off the boat. If you let them off in a coronavirus hot spot, they WILL bring the virus back on the boat. Plain and simple. Some people would do it just to add a little excitement to their daily life. Its extra bad for rates like nukes, where they are probably already overworked, understaffed and in extremely close proximity to one another. A virus there could literally cripple a ship.
These boats are probably a big headache for command right now. They don't want to dock them and risk losing an entire boat to a pandemic, but they need to keep coming up with decent reasons to keep them at sea.

I'm in the Navy. Was stationed in San Diego for a minute. They're called Underways. Ships go ''Underway'' for a few weeks or a month or two and just drive around nearby doing training. These are usually done before deployments or simply as training. This is perfectly normal. You would find the same thing in Norfolk or near Whidbey Island in Washington.
Marine corps user here. There is a big ass base near San Diego and you would know that if you were in San Diego. I know for a fact a MEUs arent being allowed to come back stateside in cali because of the corona virus shit. Maybe they are just waiting till they are allowed back. It makes sense to keep them close so they can supply them with food and medical supplies that's just a guess though.
