that wasn't anything special in my school. i think everyone went through it. or at least just one "reading" class out of maybe 5 in the grade. but it was in like 3rd or 4th grade so we weren't separated by intelligence/aptitude yet besides the GATE class and learning disability class.
it wasn't mandatory though, it was an extra activity to do when you were done with your normal work. and desu it worked with me. in most of my classes i would act up and distract other kids being a clown when i was done my work. but i enjoyed doing these reading things and "leveling up"
