There may be some kinds that you can plug into a USB port, but I've never had one. This one I hard wired to my battery, so I can turn it on without turning the car on. It's still super easy. It took me 30 minutes from start to finish.

You need the whip (pic related) and the actual radio and mic. The unit I have pictured in the OP, plus the antenna, cost me about $60 total. They can be found cheaper though, they will just have shorter range.
That's mostly HAM. Since HAM is regulated, the boomers expect absolute conformity. Earlier today I heard two guys talking on CB channel 9, which is supposed to be the emergency frequency.

Just go to any electronics store, or walmart/kmart auto section, and you can get a good entry level CB. If you like it, you can start upgrading starting with the whip. Then once you get a better whip, get a better radio, then get a better mic.

It probably could, it's just that they don't use it. After all a Baofeng with a cople watts of power can be used to talk on AMSAT satellites.

You might reach 50 miles with a repeater on the top of a hill with 50 watts and a good antenna.
Unless you mean an HF repeater, but aren't those illegal? You don't need one anyways to reach thousands of miles with HF. But CB radio can occasionally reach thousands of miles too when the propagation conditions are excellent (or kilowatts of power as the channel 6 people do).
They should allow digimodes on CB, certainly would help extend its range and then it might achieve better range than even 50w VHF stations.

You absolutely would have better range at what, 20MHz as compared to 144? SW and HF will best you every time, but a couple to few hundred miles is definitely possible on CB at higher wattage than allowed, especially if we opened the gate to packet radio and text comms on CB.

In the old days, you had to pass a Morse code test to get a HAM license and call sign, it used to be an exclusive club. A lot of HAMs were builders, too, and made their own radio equipment from scratch. Diodes, resistors, some perf board and a soldering iron and plans you got out of a paper magazine.
CB was basically the original internet, and will be around longer. Since anyone can have one, it's pretty decentralized. Plus CB helps people avoid cops, especially if you hang out on channel 19, the original Yas Forums
