It's both that, and the Celtic-Germanic warrior code for their mounted nobleman. Personally though, I just link it to Alexander the Great's Companion's, they help to introduce the idea of a elite stock of well trained and armed men who protected the king. Rome would take this idea further and have somewhat minor nobles who served in the legions as a elite calvary branch. After that we get proto-knights from the Franks when they become Christian, then just full on Knights.

Birmingham was largely created during the industrial revolution when many farmers around the area moved there to work in the factories for shitty money in really small and dirty spaces with no running water, they had to use the water from the river to drink and wash themselves with, problem was that it was that river that the factories dumped much of its waste into and where the people put their waste into, so there were great outbreaks of cholera. I guess this is the migration they're talking about.
In reality, Birmingham was an ugly industrial city founded by white working class families which ended up creating a lot of culture, heavy metal music originates from Birmingham, starting with Black Sabbath. Even the name of the music genre derives from the metal industry of the city. Tolkien had lived in Birmingham for a while. It was basically an ugly and irrelevant city that was made by the strong people in it with great culture.
