Governments need to introduce initiatives and subsides for couples who are having children in order to increase the birthrate. Small scale trials have been run and found to be successful. Just for example Australia had a simple initiative in place in the early 2000's where couples who had children were given money (I can't remember the exact amount, let's just say $500) and an increase in the birthrate could be seen.

1: Restore white super majorities (80-90% white) in most regions. Stop immigration of non-whites. Deport visa workers who are not white.
2: End anti-white racism. Anti-white racism in the media and society is rampant and out of control. Companies are encouraged to hire minorities and females over white men. The media creates a narrative that whites are evil.
3: Dis-incentivize women from the workforce, get them back in the home. The resulting reduction in the labor supply will dramatically increase wages for white men. Currently, it is extremely difficult for young men to earn enough to support a family. By the time men are able to earn enough, they are typically aging and increasingly tired. The optimal age for men to have children is around 25, and women around 21. Currently, both spouses must typically work full time to make ends meet, or have enough money to advance in society. If you add a child to that income, even with both still working, the reduction is often damaging to quality of life. If the woman quits working and becomes a stay at home mother, like she should, there is typically not enough income from the man alone to keep a roof over their heads, let alone give the child quality products and schooling.
4: Destroy hookup culture and social media. Social media and dating apps allow women to select the best few men from a massive pool. Of course, women are only going to select the most attractive mates. But these most attractive mates, 'chads' only want casual sex. They are flooded with messages from women. They have no reason to settle down when they are drowning in a torrent of fresh vaginas, spread and ready to receive them.
