That's not true. What they said was that surgical masks didn't work, which is still true. They said from the beginning that n95 masks do work.
Also, what they said from the beginning is that, given the fact that these masks are limited, health workers should obviously get them first. You don't "need" those masks. You barely go out the house. Meanwhile, health workers are facing the disease all day. And if they get sick, society's ability to fight the disease will be reduced and they themselves might infect a lot of people.
Now it's being considered to ask everyone to use surgical masks because they keep you from spreading the virus if you're already sick, which is a smart strategy.

Masks can reduce the risk of infection. If you do not know how to wear them properly, their protection is dramatically reduced. For the general population an individual wearing them is unlikely to gain significant protection because statistically that individual is an idiot. In this case the masks main function is reducing him from spreading disease. If every single person wears masks then they can mostly be idiots and still gain an advantage from this mechanism.

When you are trying to prevent spread of infection by large scale mask wearing you need everyone to wear them because just one person not wearing one invalidates the protection of everyone else around them.

Masks like N95 masks work in keeping you from GETTING infected, so they should be reserved for people like medical professionals dealing with this day to day. Regular surgical masks work in preventing you from SPREADING your own germs as much. The reason theyre now recommending people wear regular face covering is that anyone asymptomatic with the virus may still spread it. So wearing a mask would mitigate that.
