Not once did he say that he raised the issue that there were infected on the TR prior to this.
I have read 83/20 and 80/20 and it both recommends those sick be individually quarantined off board if necessary and if possible. Therefore he was free and able to do so and he did do so. In fact if you read his whole letter, his complaint is that he could not do the things required to comply with 83/20 as well. He found 6 off shore locations for isolation and quarantine (as recommended by navadmin 83) but he found that 5 of them were not suitable. What he should have done was find suitable places or privately tell the commanders instead of forwarding a whiny letter.
