The other ship involved was a naval patrol boat. The most likely account is the open one, as cruise ships aren't exactly nimble. So the Venezuelan patrol boat tried to ram the bow of the cruise ship to make it change course, but the cruise ship was an icebreaker so it just gouged a hole in the patrol boat.
