Because honestly some poor countries or even areas have the ability to stop the spread. The problem here is states have access to federal emergency funds and supplies but are butt-hurt they can't kike 3m with lowball bids for large quantities, like several days worth of production of masks. When 3m in all likelihood is losing money by expediting production and shipping while also giving shit tons of masks to the federal government, FEMA directly probably near cost so they can be distributed by need. Florida just has to deal with the fact feds have priority and they should've shut down spring break.
