Biden was more than adequate for defeating Pence, who does not have the white working class support in rust belt states that Trump has, and Pence is a big social conservative so the Democrat playbook regarding abortion and other issues would work.
I also bet that they did not anticipate Biden's cognitive decline, but it is obvious that Biden would be a puppet and basically be a 3rd term of Obama.

At a basic level "deep state" just means un-elected people who have some amount of political power and interests in government policy. That would be like career CIA people for one, and the other IC agencies. And you could throw in lobbyists and revolving door Wall St. people etc. I'm just trying to point out that of course "the deep state is real." Developing complex theories about who is in the club and who's not and what all they are up to with long term agendas etc. is another story.
