Lactic acid fermentation will cease below 0 degrees c. Likely it was not frozen in time or thawed properly. Either way, for meat that gets like that, make a slow cooked curry or stew, heavy on the spices. Will be totally safe to eat.

Freezer burn is the drying of exposed products. Will not cause that flavor. Fat stored at that temp will be less likely to oxidize. But the meat could potentially absorb external odors.

I notice so much of our beef comes from South America. How the heck is is cheaper to send beef here from 3000 miles away than to just ranch here???

It will also make good chili or tacos. Cut it into chunks then sautee it for the chili, but cook it and then cut it into pieces before simmering it for the tacos (or burritos).

Meat can last indefinitely in the right circumstance. You just need to keep the temperature at 0 (Fahrenheit) or below and use proper packaging to prevent freezer burn. In fact there is a story about some Russians that ate a steak of frozen mammoth that had been preserved in under ice in Antarctica for thousands (millions?) of years.
Bacteria is much more active at 0-32 degrees which can cause meat to spoil. I bought half a cow around July 2018 and have had no issues yet.
