If we look at the outbreak at a regional level, in northern regions where the first big outbreak started (which are about 2 weeks ahead in the curve compared to the rest of the country) cases have started to decline and the number of new cases is getting closer to the number of recoveries every day. Also, the number of people requiring ICU is getting smaller and smaller every day. Unfortunately, as cases decline in the north, the disease is slowly gaining momentum in the center and south of the country. But it will not likely cause a large outbreak there, as the infection had a shorter time to spread before the national lockdown was implemented.

The average span of time from infection to recovery is two to four weeks. Most of the symptomatic cases aren't diagnosed immediately, but only when and if the symptoms get worse or require hospitalization. This takes time beyond the 14 days incubation.

The vast majority of cases we discover now are symptomatic cases where the infection was contracted in february or early march. The disease is slowing down because a) that pool of infected people is thinning down due to them either recovering or dying, b) the national lockdown is drastically reducing the risk of new infections, especially from asymptomatic carriers.

There it should have been able to spread to thousands of new people each day 20 days after societal lockdown. Even a few stragglers like that poor kid who got arrested for going out to play Pokemon Go would not have been enough to spread that many new cases alone.
