I grew up in a poor and cruddy neighborhood, I would say that its a combination of things. Obviously having money just makes access to higher education easier, so the only option for someone poor like I was would be to get a scholarship or loan. I say the reason most blacks are not successful is because of mostly cultural reasons, but those that are on the edge of choosing whether or not to go to college don't do so because of socioeconomic reasons.
