Nukes aren't what people think they are. They're destructive weapons that can cause a lot of casualties and are difficult to counter. That's it. And that's why nuclear countries don't go to war. The costs outweighs the benefits of war. But they aren't some doomsday apocalyptic weapons that will end humanity. They don't have the capacity to do that, in either raw destructive power or secondary radiation effects. And that's reflected in the overall strategy of modern nuclear weapons. Very early into the cold war, they went away from strategic nukes and more towards tactical nukes. The primary targets aren't urban centers, they're military assets and installations. Nuclear war between countries does not mean conventional war is off the table. Neither super powers during the cold war scrapped their conventional military. A ground war was still going to happen regardless of Nuclear war. When all nuclear weapons were spent, it was whoever had the most conventional forces remaining who was going to win. The point is war between nuclear countries can happen, you don't need fancy systems to counter them for that.
