That's either a water treatment plant for destruction of some kind of chemicals or an iron-oxide brine pool. These things tend to pop up here and there, especially if there's a mine where you refine minerals around.
As there appears to be salt on the rim of it and a salt flat to the right of it I'd wager it's the second. The earth is also lightly red around it so it's probably rich in iron. Interestingly enough you can see something similar on Antarctica at the Blood Falls.
Now why do they have an iron-oxide rich brine pool hooked up to some sort of treatment system in the middle of butt fuck no where? Honestly I don't even want to know. If it hadn't been for the damn salt I'd guess it's a bio-fuel facility but very few things could live in that thing.
