2. The USA is the largest oil producer in the world and has a lot of capacity for refining, they are hurt badly by low oil prices
3. Prices are so low it could actually lead to a collapse of capacity in distribution that would then lead to shortages. This isn't worth having happen just because everyone is being forced to stay home for a few months because it will be a disaster to try to start back up
