This is simply because, in vitro, you can literally just apply raw DNA or RNA to cell lines and the cells will usually express these constructs, although with diminished efficiency compared to chemical transfection (with lipofectamine or something similar) or genuine viral transduction. In other words, they may simply be measuring the physical stability of viral remains, not the functional viability of the virus itself.
