Egypt and Ethiopia are close to going to war due to Ethiopia building a dam on the Nile River. Ethiopia is diverting some water and limiting water flow to Egypt. The Ethiopian government is refusing to honor previous agreements made that detail the rate at which they will fill the lake behind their dam and they refuse to negotiate any further with the Egyptians. Sudan has also seemed to be taking Ethiopia’s side.

I've been to Ethiopia, they can barely put together a driveable road, let alone a competent army. Egypt agreed to a deal and is now backing out and has little leverage except compromise. Ethiopia wants to fill the reservoir in 3 years. Egypt wants a 15 year fill.
Egypt will need to pay Ethiopia for loss of revenue on electricity sales if a deal isn't reached, in fact compensation may be the deal.
A war is not an option, Egypt would need to violate sovereign air space , it would look like sour grapes, be expensive and Ethiopia could always retaliate at Aswan.
