Quarantine all at-risk people (over60s or over70s, depending on how strict you want to be).
Test them all.
Infected ones get fully isolated.
Non-infected ones have to avoid certain busy areas as a precaution.
Spend lots of money keeping the over 60s happy (chauffeur them about, let non-infecteds meet up in managed groups etc.). You could even build entire pop-up villages for them in the long run if need be.
Let basically everyone else go about their day. Quarantine infected people and test all the people they know and quarantine the positive tests.
Test all inter-county/state travellers.
This would have been far, far less expensive than what has happened (which is an overblown mess).
