PEMDAS is partially a rule of thumb, invented because it sounds like a word so it's easy to remember, multiplication and division both take equal precedence. When in doubt, you just default to doing the operations left to right.
However, the way the equation is written is really bad in the first place, this sort of situation shouldn't really happen, and it's kind of stupid to teach, because any maths class obviously will use parenthesis to some degree to avoid such ambiguity.
