Basically, anything that is going to become a hardship in your local community. By addressing these problems, putting manpower and resources into them, we strengthen our communities AND our place and voice within them.
The second factor are the groups who will most likely be interested in contributing to this network. >Local religious institutions >Charities >Local businesses >Other political organisations
The problem is that most of the support for this would be based in leftist thinking. I understand the only practical way forward is a long march through leftist organisations, but it's not something you can do on your own. So the best place to start would be to organise.
I know that's gonnabait a bunch of accusations, but few of us would deny we have some improvement to do; it’s easier to improve when it's a group you're letting down. And I'm not talking about setting up some Yas Forums meetup or some easily targettable fraternity LARP. All we'd have to do is join the networks listed above, and then find other anons through that and/or build up a base of support from the bottom up via speaking to other members.
We’re currently at step 1. We need to be making a list of Factor 1’s in our communities, collecting the contacts of factor 2’s, and creating a locally-specific plan of action from this information. By the time the market crashes, we should be ready to start step 2; putting this planning into effect.

I have ARs for me and my wife, but we also have a bunch of smaller gauge shotguns that we mainly use for bird hunting, people might laugh when they see bird shot, but when you have ten family and neighbors you trust who can shoot them because they are ridiculously easy to shoot and accurate then people will think twice. Bird hunting shotgun is about $300, 200 shells under $100, the best part is you can use them to shoot birds without destroying the meat.

Especially potatoes are important, plant enough and you can basically live of it the coming winter. Make sure your local watersource is contamination free. A dead bird rotting in your stream can cause severe illness and without help it could be fatal, make sure to cook your water. Prepare for clogged/non functional waste management. Dig and make a improvised toilet to take a dump, make sure it wont affect farmland or spread disease. Keeping basic hygiene is extremely important, you don't want the most basic fingercut to get infected, have some way to take a shower/clean a $20 sea to summit portable shower can be heated over a fire in winter and with the help of the sun in summer. Make sure to keep a large stockpile of firewood if you live in a cold climate. And always have several ways to make fire.
Taking advantage of the network is kind of the point, user. It's not *our* network, we HAVE no network at the moment. There are organisations that network, however, and right now the left has nominal control of their PR. So in my opinion, it's easier to do a long march then start from scratch. And quicker, which right now is more important.

In previous versions of the OP pasta I was pretty specific about my idea for the plan; which was making a list of all the local community allotments/ gardening plots in the area and then getting together to form a food drive with charitable help from local religious institutions.

Waste issues. Assuming sewers are gone, septic systems only last so long before they need to be pumped out. A long time ago people would dig a pit and put an outhouse over it. Once the pit filled they would cover it and dig another. Of course you don't want this too close to another water source. Another option is to create a composting toilet. These rely on some material (shavings, peat, dirt, wood ash) to cover and mix with the poop to help keep odor down and begin a breakdown process. A urine diverter is critical. Septic really starts to stink when urine mixes with poop. Urine is sterile so you can treat it as grey water and dump it as needed. The compost material can be emptied into a hole or further composted into fertilizer for NON food plants.

gold is good on the long run if we're talking about shtf scenarios and you're trying to rebuild civilization, everywhere in the world where structured socities sprung you find gold used a decoration, which adds to its value turning it into an object you can trade, gift, barter, then currency and so forth. same thing goes for other commodity objects when talking about trade. speaking about shtf scenarios, communication might be critical too, as in smoke signals, loud sounds you can project in a large area, couriers, and so on.
about the cuban medical system im not aware, but if it is like you say i wouldnt think it could be that hard to replicate if you have the information they have and a means to teach it to other people. in a small community when handling a plague, your best bet is to isolate and be aware of how to quarintine and treat those in your community who become infected. again i stress my general point, being able to understand, store, retrieve, and reproduce information is key for success.

How do none of you see the obvious step of joining (or possibly making) a considerably larger group to be a part of? If things are bad enough for long enough, larger and larger groups will band together, and you'll end up being propositioned to be part of their setup.
You have to prepare for that situation, and to adapt to a new group. For all you know they could be radical ideologues, religious in nature, or just highly demanding. The most important trait here is to be adaptable.
