The USSR objectively did make a lot of progress in lots of areas and at least from my point of view it'd be hard to argue that they didn't do at least some things better than a hypothetical alternate history Tsarist-led regime would have.
The universal public education system and improvements to the university system produced tons and tons of high-level research, the USSR produced more technical engineering, computer science and mathematical research than any other country than the US by far during its existence.

Actually the early USSR did implement policies like that, legalized the big gay, and made on access abortion on demand legal at any time or stage of pregnancy.
