I think that the chart graphs how much the WORDS racism/racist have been used. You can't measure the amount of racism. There is no unit for it like "kilo-nigger per foot". Of course nobody is going to mention racism when it's normal. You mention racism when it's seen as a rare event, an outlier. People get fired over it.

But that presents a problem to media reporting on it: If it's rare in society, the exception, then it's also a problem that's in decline. So they need to generate more of it. They present the contradictory picture that racism is both rampant and prevalent AND deny the fact that it's sort of strange that everyone would be rushing in from far and wide to fight it.

It's kind of like feminism: Everybody bends over backwards for women and at the same time there is rampant sexism against women. Society just hates women -- just hates them.

Yes, of course there was less mentioning of "racism" as a WORD in decades past because nobody saw it as anything unusual that the niggers sit in the back of the bus or don't drink out of the same fountain. Few newspapers would have written about it because they are not the bastion of freedom and civil rights they claim to be.
