Countries could have imposed isolation on those over 65 or with underlying health conditions. They could have put them up in hotels and other temporary housing and spent the money that is now being shoveled into banks and corps to organize this effort. It would have actually increased employment as there would be more need to keep the isolated population fed, entertained etc.
