The NSA and CIA have been at war with each other since the 1980s. But flew under the CIA's radar and did their bidding like the FBI and other government agencies do until the late 90's/early 2000s when personal computing really took off. You can start to see the beginnings of the NSA's rise when they worked in a joint operation with the US Navy to created the "Deep Web" in the mid 1990's. The CIA's power comes from their money, but during the early and mid 2000's the NSA distinguished itself as a powerhouse, especially in counterterrorism, much more efficiently and cleaner than the CIA, as so they were given favor in Bush Jr's last term, and all of Obama's presidency.
Turns out information is worth a fuck ton more than any drug the CIA could smuggle across the border and sell.
You can probably guess why this pissed the CIA off. They've been in a silent war ever since. The NSA became aware of the CIA's illegal manipulation of foreign governments, elections, entire wars, for profit and control. The NSA became the new guard and the CIA is the old guard. The Snowden leaks were a CIA attempt to discredit and tarnish public opinion and image of the NSA. Paint them as "Big Brother" when in reality its the other way around, in more ways than just surveillance. Do you know, to this day, the NSA refuses to work with the CIA, but the GHCQ does, and acts as the CIA's technology branch.
Do you know who sponsors the chans and other image board websites? The NSA, it was declared to be an "essential asset" by the NSA in 2006, claiming it under the SIGINT ruling.
In reality they use this place and places like it as a place to leak sensitive info as sort of a "warning shot" to other agencies, people, or groups who try to overstep or interfere with them in any way.
oh and also the CIA doesn't monitor this place, but they pay 3rd party groups too, as well as having an entire department at the GCHQ created for the sole purpose of working with the tech branch of MOSSAD.
As another edit to my posts above, another reason why the NSA protects and shields this place and other places like it is because they use it as a recruiting tool, looking for potential talent.

the rumor that image boards were ORIGINALLY created for CP entrapment is completely true. And was spear headed by the FBI in the late 90's/early 2000's.
The FBI is aware of its low status on the totem pole, so its only method to threaten other agencies and people is planting CP on their hard drives/framing them for posting it.
The thing is, image boards (ESPECIALLY this one) have gotten really fucking good at teaching their posters about OPSEC.
So the NSA is mostly harmless, they dont care what porn you watch or what your politics are, only if you are good at cryptography and cracking encryption. The CIA (their paid 3rd parties) will attempt to disrupt and cause chaos. Just ignore them. And point and laugh at the FBI when they attempt entrapment.
It goes way further back than the 80s. The most appropriate point of reference was the 1947 national security act which established the CIA out of the OSS. From then on milint and civint, sigint and humint respectively, were at odds with one another. One was hierarchy based, with it's main actions geared towards off books income (drugs, trafficking, etc.) and corrupting power players with blackmail. The other was the root of the libertarian surge that sprouted from the birth of the internet and computer sciences. One revels in centralized power and control, while the other actively seeks to distribute the power bases of society. Think bitcoin, think the internet, think starlink, etc. Technologies that distribute power centers to the many instead of the few. It's the great battle of our time and we have a front row seat.
