Small "non essential" business aren't getting a bailout (as in Trumpbux), they're getting a zero interest loan merely to push the date of their bankruptcy forward a little. That plus the actual Trumpbux are a bet that people will take the money and spend it right away, growing the economy above what it would naturally be had things not gone down.
Now, here is the thing, from the perspective of a (let's say) small restaurante owner: > His fixed cost (property rent, equipment rent, utilities) didn't go away in March > His personnel cost maybe went to zero if he immediately furloughed in teh first day of lockdown. Otherwise he ate that cost as well > His personal needs didn't go away as well, meaning he will need to take out his "profit" anyway (and for many SBE owners, the "profit" and the owner salary are the same thing)
All of that cost in March and for a fraction of the revenue. That will likely repeat for the entire month of April making two months with zero (or barely zero) revenue and a growing fixed cost. There is ZERO way people will take their Trumpbux and splurge on the Avotoast restaurant, NightClub or trip to Miami Beach. Most people will > settle their tabs with whoever lent them money or allowed them to postpone their bills > make a huge grocery store run for the learned lesson of needing to and not being either physically or economically able
Even with a zero interest loan all these business will manage is to spread the two, three months losses across a larger timeline but the money not spent in the economy in these weeks won't be extra-spent in the weeks to come. Lots of restaurants will go under, lots of clubs, lots of gyms, lots of "non essential" business. All of those people thinking they will still have a job when this is over will realize they don't at the same time and the job's market will be fucked beyond believe with more people willing to "work beneath their status" than positions available.
