Their population is greatly affected by the virus, basically. Lots of elderly, lots of smokers, and they usually spend lots of time around each other and at gatherings. Family is more important to italians than most countries. So this virus is able to spread particularly quickly there, and it's hitting them hard enough that they're scared.

You have to believe that the officials know how bad a shut down affects the economy.
