It could potentially prevent infection for the same reason it apparently helps relieve infection. It assists the absorption of zinc into cells and zinc interferes with the RNA transcription process the virus needs to duplicate.

There are two modes of action. Chloroquine and Azithromycin both appear to alter the pH of the ACE2 on the outside of the cell, making it difficult for the virus to enter. Additionally, Chloroquine facilitates the entry of Zinc into the cell, where it interferes with viral replication. So in theory the combination Chloroquine+Azithromycin+Zinc should be an effective prophylactic. Even without Zinc supplementation, there is already intracellular Zinc floating around which would enter the cell with the assistance of Chloroquine.

Because it stops the immunoresponse to the virus long enough to let your lungs heal. Lungs are essential to living, so you take it in small amounts just to keep your lungs working while the virus runs it's course. It's a shitty fix, but it's all they could think of I guess.

No since using hydroxychloroquine the right way requires testing people with mild symptoms and we don't have enough test for that so our current policy is simply caring about people in critical condition
