I'll take a stab at it. Degeneracy describes any behavior that, when adopted by the population at large, leads to bad long term outcomes. Now, the challenge is defining what constitutes "long term", "bad", and how to predict the outcome of a certain behavior scientifically to see if it meets those criteria.
