Overall, weed should be treated like alcohol. If you want to do it in your house whatever but out in public/being high in public should result in a fine and repeated offense is jail time. Driving high should obviously be considered under the influence. However, what weed does have over alcohol is a pungent smell. If you smoke weed in an apartment for example and it is seeping into other peoples apartments then you should be kicked out if the tenant does not stop despite multiple warnings. People should not be forced to smell other people's shitty "happy plant".
