Basically someone is trolling and claiming to have the key to the encrypted insurance drop. They've then encrypted that key with *another* key and are setting Yas Forums on a scavenger hunt to try to get the actual original key. In reality, the key they're providing will probably end up being "imgaylol" or something like that.
I think the instructions are saying they did the following to generate that base64 text:
- Something in ASCII (some text like "imgaylol") - Encrypted via AES256 in ECB mode with a key. The key is the QR code, where black is a 1 bit and white is a 0 bit. - Encoded to base64
So, the correct steps to decrypt that base64 blob, if they're telling the truth, should be:
- Decode base64 to bytes - Take the key (encoded as the QR code) and use it to AES decrypt the bytes - You should now see some text
At least if I'm reading the instructions correctly.
Again, the text will probably be some meme. If it were real, then you would need to use a KDF to stretch it to fit the length required by whatever AES algorithm Wikileaks used to encrypt the insurance files. But there's no point trying to determine the KDF used, because it won't actually decrypt the Wikileaks insurance files. No one knows the actual key.
People may be having so much issue because the original OP could've fucked it up when encrypting it, or no one is decoding the QR code to bytes properly, or it's just a totally random QR code, which would mean even the troll key is itself a troll and not discoverable.
