The US is a federal system, and the federal government by law cannot force states to go into lock down. Trump has equivocated on the seriousness of this virus and often seems to be thinking that the economy is more important than getting the virus under s. As a consequence, many states with Republican governors and strong support for Trump are not doing anything. Most states controlled by the Democrats are doing the lock down. It's just chaos, and I don't think that Trump has the power to force a national solution.
