It is not accurate. The upper pic depicts globalism / globalization, where culture is meaningless and reduced to market trends and massive immigration reigns. In that kind of setting your identity is reduced to nothing and you will have a hard time connecting with the people in your vicinity because you have nothing in common with them. This is true for big cities.
Protectionism / Nationalism (and to some extent patriotism) implies ones country / extended community first. This bolsters patriotism and helps you connect with the past and present and helps people identify within their local communities.
