I think it means the opposite of what your think it means. The CDC is, in essence, now realizes there is no hope of containing the spread, and that most everybody is going to get sick. If that's the case, they don't want the asymptomatic sickos coughing on healthy people, so they are recommending that the high-risk groups (which will probably catch it) wear masks (so their coughs don't spread it). The masks are good at containing the spread FROM people who are already sick.
