This is pretty typical of rational-humanist tech nerds. We all know the type I would think. He didn't need to change to be like this. They try to let their reason lead their emotions rather than the other way around. They think of all people as interchangeable units in terms of valuing their welfare, not even a shred of personal bias is allowed to sneak into their evaluations of other humans. They truly believe in technology, both its inevitability and its capacity to create good in the world. They believe in data, they know first-hand that information is more powerful than any other force on Earth. They always believe in more data, "but how do we know, how do we know that?" They want the piercing eye of rationalism installed in every place in the world.

Bill Gates definitely doesn't think of himself as evil. He thinks of himself as altruistic. For him mass surveillance, microchipping, etc, is just an effort to streamline future advances in tech that are beyond certain to occur, and to bring the awesome power of data to bear on more problems.
