Here is a counter-point though:
If the available land and shelter in any given area is owned, either by banks, developers, landlords and so forth, then it creates a situation where the only two options are either to forgo shelter, or to pay most of your income in rent.
That is not a choice, that is a compulsion by a poorly organized society.
You are being forced to choose between occupying a damaging position, to your health, social status, ability to earn money etc etc, or paying far more than would otherwise be necessary.

Further, landlords rely on tenants and customers just as much as, perhaps more so that they opposite.
If nobody is willing to rent from a apartment complex, that complex is going to fail. Well, in theory, often times they state or local government will step in. But that is another discussion.
The point is, that the relationship is unbalanced. There is a finite amount of housing available, but bother parties, owners and renters rely on each other to play by the rules.
There is always going to be an unbalanced relationship because the owner has a legal and socially enforced advantage in ownership because of the above mentioned scarcity of the essential shelter that everyone needs.

Not a bad play, there are likely laws against this sort of policy, and I doubt they covered themselves in the lease. It wouldn't surprise me if most property managers and owners were unaware of housing laws.
