Replace "country" with "nation" and "common people" with the "the individual".
China represents the complete subordination of the individual to the national/tribal will. I might even say it goes beyond fascism (in a negative way) if its permanent, but it's an acceptable wartime measure.
China hasn't forgotten the civilizational embarrasment of colonialization and the Opium Wars. And it will make us pay. I don't think China released the WuFlu on purpose, but doing so would definitely fit the structure I describe.

I agree with the thrust of your observations. Right now China seems like it's at an inflection point and needs to guide its people towards productive honesty and creativity. You already see this in SOME part, with the government sponsoring its students to study humanities and arts at Western instituions and come back.
However, the extent to which they have bought into consumerism might hold them back. European fascism and Indian metaphysics pushed for every individual to be heroic, even as they subordinated to the Tribe. I'm not sure china has that.

I think in addition Chinese pride will hold them back. Pride and arrogance and its position in Chinese culture is fascinating in how its always there in the corner, not even a shameful corner either. They hide it but they really think they are the best and don't like admitting to being wrong by changing their ways publicly because that makes them lose face.
What is weird is the contrast to Japan. Japan would likely in a similar position bite the bullet and see getting better and showing how much they care about improving as a way to save face, but china has this arrogance that would never allow them to do so.
