It is nothing new that this medication could be used fir this purpose. The timing in January is not that controversial, they potentially predicted that they will need it in the clinic. Her husband, (((Yves Levy))), is a mortal enemy of professor Raoult (for reasons outside of that virus).
Raoult team started talking about chloroquine quite early (I think late Jan). So Buzyn and her husband would have heard about it.
The reason they're enemies is that Levy runs (or used to run) the INSERM, which is a basically a national health research organization. Professor Raoult says it's a bloated, bureaucratic, useless organization with no significant research output. He runs his own independent lab that has better results, which angers Levy.
