#1 Japanese people are a team. If the big guy says don't go outside, most don't go outside. In the USA, if Trump says don't do something, half the country does it out of spite.

#2 Japanese people are more alturistic. If you see one wearing a mask, it's to protect those around them, not to protect themselves. That's the primary mindset, so you don't have idiots like Rand Paul soapboxing about "muh liberty," disobeying (see #1), and catching the virus. If you catch the virus here, you don't report "I'm okay! Don't worry guys" like the Senator, you say "OMG, I'm so sorry! I've put all of you in danger. TIFU." He's probably hoping it's mild so he can continue to encourage people to disobey. The alturistic attitude propagates to everything.

#3 Clean public restrooms. When was the last time you went to a public restroom in USA? Was it dirty? Probably. Was it a feces/urine covered hellscape with gang signs and grafiti gouged into every surface? Possibly. That never fucking happens in Japan. EVER. I've never been in a dirty Japanese public toilet. They might exist, but I've never seen one in a decade.
