it's more a measure to try and offset the furlough of many sectors in the economy as people stay home. Having a pool of special leave, and insurance also is incentive for people to stay home when they're sick, so it could have a measurable positive impact for public health in general. Dude, the economic system that was at the heart of the Eastern Bloc completely collapsed (admittedly, the system had been dead for like 2 decades by the time the USSR had dissolved and was mostly kept together through showcases of potential violence like the Afghan war and the termination of the eastern European rebellions), it was something akin to when the western Roman empire ran out of money after losing Africa permanently and all of its parts disconnected and devolved economically and to an extent socially to much simpler systems. Even if it kept going, the facade would fade and violence would most likely occur under a different leadership.
The reason this only lasted a decade or two without any (economic) wars is a testament to A) Gorbachev and company's handling of the matter B) EU gradually incorporating eastern Europe and giving it the necessary funds to develop under functional economic systems C) The US acting as a check to a new Russian autist that did eventually show up but it was too late by then
